Student Transportation Systems Specialist (GIS Specialist)

Temporary (2 positions available)

Confederation Building (West Block) - St. John's

Salary Scale: CG-37 Hourly rate $36.13-$40.37 (35 Hours/Week)

Duties:

Reporting to the Senior Manager of Student Transportation, the incumbent is responsible and accountable for developing and maintaining student transportation information systems, specifically the Bus Planner routing software and GPS system, as well as working closely with information technology staff and external vendors to ensure efficient and effective integration with other NLSchools information systems, including but not limited to: the student information system (PowerSchool); the student transportation website; the contract management database; and Member Services.

Supporting both Government-operated and contracted transportation operations, as well as regular and alternate transportation operations, specific duties will include:

  • Analyzing and modelling data from the student information database and using complex geospatial analysis tools and models in Bus Planner in order to design and redesign bus routes as well as bus stops for increased efficiency

  • Integrating various geospatial databases (i.e. student information and road network) to conduct spatial and temporal analysis for reporting, impact and risk assessment, and to better understand the effects of actions or inactions

  • Upgrading, maintaining and managing the Geographical Information Systems (GIS) and Global Position System (GPS) software applications used for analysis.

  • Maintaining and updating databases of road network data and student addresses including analyzing data to ensure accuracy and integrity of data and to satisfy ad-hoc requests for maps and reports.

  • Drafting correspondence from NLSchools Office to contractors and schools communicating bus route information.

  • Respond to Public Inquiries.

  • Periodic travel is required.

  • Performs other duties as required.

Qualifications:

The successful candidate must have extensive knowledge of GIS and GPS software, database management and relational database management systems, knowledge of student transportation management principles and practices, knowledge of various web-based applications that incorporate Geographical Information Systems, strong computer skills including Microsoft Word, Excel and Google Apps; strong organizational, analytical, and communication skills; the ability to work with independent initiative and judgment; and the ability to establish and maintain effective working relationships.

These qualifications would be acquired through a Diploma in Geographical Information Systems, supplemented with a minimum of 3-4 years of experience operating Geographic Information Systems in a complex technical environment.
