Marystown Central High School System Review (Phase II)

The Board of Trustees of the Newfoundland and Labrador English School District recently undertook a review of the Marystown Central High school systems in the fall of 2019, with the potential for closure of a school within this system. During the March 28th public meeting of the Board of Trustees, the Notice of Motion 1 which was previously given at the December 7, 2019 public meeting related to this system was withdrawn.

As such, Trustees did not proceed with the previously outlined Motion 1 (available below) for Marystown Central High School System.

  • MOTION 1: Marystown Central High School System, Marystown Central High (10-12), Pearce Junior High (8-9), Sacred Heart Academy (K-7), Donald C. Jamieson Academy (K-7):
  • WHEREAS the Newfoundland and Labrador English School District is committed to providing the best possible educational programs for students; and
  • WHEREAS a reorganization of schooling in the Marystown Central High School system is required to achieve that objective;
  • BE IT THEREFORE RESOLVED that: Pearce Junior High, 8-9 will close effective June 2020.
  • BE IT THEREFORE FURTHER RESOLVED that: Marystown Central High will be reconfigured from Grades 10-12 to Grades 8-12.
  • BE IT THEREFORE FURTHER RESOLVED that: Students attending Pearce Junior High will attend Marystown Central High (8-12) effective September, 2020.

Please note, at the February 1, 2020 public meeting of the Board, Trustees decided not to proceed with the previously outlined 'Motion 2' for the Marystown Central High School System, which had proposed grade reconfigurations and catchment realignments for Sacred Heart Academy and Donald C. Jamieson Academy. As trustees moved through the review process, it was determined that the programming considerations were not such that Motion 2 was necessary at this time. For reference, please find the original wording of Motion 2 below for reference. Again, Motion 2 was no longer up for consideration at the March 28th meeting of the Board.

  • MOTION 2: Marystown Central High School System, Marystown Central High (10-12), Pearce Junior High (8-9), Sacred Heart Academy (K-7), Donald C. Jamieson Academy (K-7):
  • WHEREAS the Newfoundland and Labrador English School District is committed to providing the best possible educational programs for students; and
  • WHEREAS a reconfiguration of grading in the Marystown Central High School system is required to achieve that objective;
  • BE IT THEREFORE RESOLVED that: Sacred Heart Academy will be reconfigured from Grades K-7 to Grades K-4. Donald C. Jamieson Academy will be reconfigured from Grades K-7 to Grades 5-7.

The review began following the October 26, 2019 meeting of the Board, focusing on potential school system improvements in areas of declining enrolment and involved initial consultations with the school councils and/or school community.

Process Summary

As of the Notice of Motion on December 7, 2019, the process for the Marystown Central High school system review included:

  • Consultation with the school communities;
  • An inclusive survey mechanism (ThoughtExchange) provided for individuals to outline their thoughts and opinions on the motion(s) being considered during the review (Round Two);
  • A public school community meeting scheduled in the area to invite presentations, scheduled in advance, to be made to the Board;
  • Reports on the results of the ThoughtExchange opportunities provided to the school community; and
  • At the March 28, 2020 public meeting of the Newfoundland and Labrador English School Board in St. John's, trustees will make a decision on the motion.

Consultations

It was extremely important for members of the school community to be able to provide their feedback during this process. The District provided a number of opportunities for school community members to have their voices heard.

ThoughtExchange
An opportunity for community members to present views and opinions of the changes proposed was made available to the school community through the online consultation tool ThoughtExchange,in January, 2020.

As part of the school review consultation process, the school community was asked to provide their input on two separate questions related to each of the motions that were originally anticipated to be brought forward.

School Community Meeting
The District held a public school community meeting on Monday, March 2 at Marystown Central High. Members of the school community who wanted to make a presentation to the Board of Trustees were invited to do so by making their intentions known in advance.
